| China Broadband Joint Venture to Provide Cable Internet Access in Deyang, Sichuan, People's Republic of China |

Deyang, a city of 4 million people, and a major manufacturing center in Sichuan, is located approximately 50 miles north of Chengdu, the capital of Sichuan, where China Broadband launched a similar service in October of this year. Internet access will be provided over the existing HFC cable television network, which services some 220,000 subscribers over 2,200 km of new fibre optical infrastructure. Under the joint venture contract, Deyang Guangshi Network will provide exclusive rights for Internet access, including data and voice over this network, while Big Sky Network will provide capital, management, and Internet technology. The term of the joint venture is twenty years. "Deyang is one of several cities in the Sichuan Province with which we hope to joint venture in order to achieve a province-wide network, which we believe will greatly facilitate not only Internet access, but the future delivery of multi-media content and telephony," stated Mr. Matthew Heysel, Chairman and CEO of China Broadband Corp. The launch of cable Internet access will occur concurrently with the receipt of government approvals, which are anticipated within the next two months.
